Section 2: In this Ordinance, unless the context otherwise requires-

" railway" includes a tramway and every kind of railway
constructed by private enterprise, and intended for the
conveyance of goods, or passengers, or both, by means of
vehicles drawn or impelled by the power of steam, or by
electricity, or by any other mechanical power. _
