Section 22: The Governor, upon the direction of the Secretary of

State, may by Order declare that the Council shall be dissolved
and cease to exist as from a date to be specified in the Order, and
thereupon any balance of the funds of the Council, and all other
property of the Council, remaining at such date shall be disposed
of and applied as may be directed by the Secretary of State.
