(1) The Council shall be a body corporate having perpetualsuccession and a common seal and may sue and be sued in its
corporate name.
(2) The common seal of the Council shall not be used or
a:ffixed to any document save in pursuance of a resolution in that
behalf passed at a duly constituted meeting of the Council and
recorded in the minutes of such meeting.
