Notwithstanding any rules made under sub-sections (1), (2), (3), (4), and (8) of section 3 the Governor may, by an Order
under his hand, permit the collection of specimens of animals,
referred to in such rules, for museums or zoological gardens, or
for any other scientific purpose.
