The holder of an exclusive prospecting licence shall nottransfer his licence or any portion of the rights granted thereunder without the consent of the Governor signified by endorsement on the instrument of assignment.
The transferee of a licence shall be liable for all rents and
obligations which may have accrued at the time of transfer.
