Section 23, Cap 196

Mining shall be lawful under a mining right or mining Fa:f~f' whenlease or alluvial gold mining licence. 34 of 1946. Pending the grant of the mining lease or mining right, the Governor may grant permission to the applicant to mine on the area applied for on such conditions and subject to such restrictions as the Governor rnay think fit. Such permission may at any time be withdrawn by the Governor.
