It shall not be lawful for any lessee of a mining lease orthe holder of a mining right to dredge or permit any other person
to dredge any river, stream or watercourse without a licence from
the Governor. Any person contravening the provisions of this
section shall be guilty of an offence, and shall be liable on summary conviction to a fine not exceeding fifty pounds for every
day during which the offence continues.
