Section 89, Cap 196

Any officer of the Mines Department, or constable maywithout warrant arrest any person whom he may find committing, or whom he may reasonably suspect of having committed, any offence against this Ordinance : Provided that the person arrested shall be taken, with as little delay as possible, before a magistrate to be dealt with according to law.
