Section 13, The Machinery (Safe Working Citation

The Governor may, on the advice of an Inspector, requirethe owner of any works to appoint one or more engineers, where in the opinion of the Inspector the size of the works, having regard to the number of places where machinery is erected, renders such appointment necessary and the owner shall, without unreasonable delay, make such appointment on being required so to do.
