(2) Where an engineer has been placed in charge of machinery and boilers, he shall be responsible for compliance with these rules in so far as they affect the safety of persons, but the appointment of such a person shall not relieve the owner of any responsibility. (3) Every such owner shall be responsible for ensuring that all safety appliances at the works are maintained in good working condition and properly used and shall stop the working of any machinery the using of which appears in any way to be or to have become dangerous.
