Section 56, The Customs Regu- Citation

Except with the permission of the proper officer goodsintended for transfer from an importing aircraft or ship to
an exporting aircraft or ship shall not be discharged at the
port of landing into vessels containing other cargo and when
such goods are landed they shall be isolated from all other
cargo to the satisfaction of the proper officer.
