Section 70, The Customs Regu- Citation

If the importer of any goods contained in packagesfound slack or partly empty when landed desires to fill the same from other packages entered on the same entry he shall make application on the relative entry to the proper officer for permission to do so and shall carry out all the instructions of such officer in regard to the filling of such packages and to the disposal of any resultant residue or empty packages.
