Section 84, The Customs Regu- Citation

Permission to repack warehoused goods shall be grantedconditionally upon the owner of such goods observing all the requirements of the proper officer including any requirements in regard to opening, removing, marking, stacking, sorting, weighing, measuring and closing the packages in which the goods to be repacked are or are to be contained and as to the disposal and clearance on payment of duty thereon of any part of such goods.
