Section 48, The Public Private Partnership Act, 2014

(1) A contracting authority, in conjunction with the Unit,shall establish an evaluation committee to evaluate each proposal in accordance with the evaluation criteria, the relative weight accorded to each such proposal criterion and the evaluation process set out in the request for proposal. (2) An evaluation committee shall include representatives of the contracting authority, the Unit, the Ministry of Finance and the Ministry of Justice. (3) For the purposes of subsection (1), a contracting authority, in conjunction with the Unit, may establish thresholds with respect to minimum acceptable technical and financial offers.
