Section 86, The Mines and Minerals Act, 2009

(1) The Director may, subject to sections 26 and 87, grantor refuse to grant an artisanal mining licence.
(2) Any person aggrieved by the refusal of the Director
to grant that person an artisanal mining licence may appeal to the
Minister, whose decision shall be final.
