The One Party recognised shall be such as shall be prescribed by Parliament by a resolution adopted by at least
two-thirds of the Members of Parliament and approved by the electorate at a referendum provided that until such
resolution is so adopted the All People's Congress shall be presumed to be the One Party recognised in the Republic.
