Section 59: Parliament.

There shall preside at any sitting of Parliament a) the Speaker; or b) in the absence of the Speaker, the Deputy Speaker; or c) in the absence of the Speaker and the Deputy Speaker, such member of Parliament not being a Minister or a Deputy Minister or a Parliamentary Special Assistant as Parliament may elect for that purpose; Provided that when the President addresses Parliament or attends in person, the Speaker shall leave his chair and no other person shall preside during such address or attendance.
