Section 27, The Public-Private Partnership Act, 2010

When the Council is considering the issuance of anapproval for a proposed PPP Project under section 28(2) (c), (d) or (e),
the minister with responsibility for the sector affected by the proposed
PPP Project shall, on a temporary basis, be a voting member of the
Council for the purposes of such approvals.
