Section 4: The Council of Secretaries shall—

(a) be responsible for the preparation and consideration of policy papers or matters and shall advise the National Provisional Ruling Council and make recommendations on all matters of good governance;
(b) execute the policies and directives of the National Provisional Ruling Council.
