Section 5, NPRC DECREE N0.8 1992

(1) The Chief Secretary of State shall convene regular meetings of the Council of Secretaries over which he shall preside, and in his absence the Chairman of the National Provisional Ruling Council shall appoint another person to preside from amongst members of the Council of Secretaries. (2) The Chairman of the National Provisional Ruling Council may request a Principal Liaison Officer to attend meetings and participate in the deliberations of the Council of Secretaries.
