(1) Disposal of obsolete or surplus items shall be by– (a) transfer to government departments or other public entities, with or without financial adjustment; 58 59 Authority to dispose. (b) sale by public bid to the highest bidder, subject to reserve price; (c) sale by public auction, subject to reserve price; or (d) destruction, dumping, or burying as appropriate.
