Section 67, The Public Procurement Act, 2016

(1) Disposal of obsolete or surplus items shall be by– (a) transfer to government departments or other public entities, with or without financial adjustment; (b) sale by public bid to the highest bidder, subject to reserve price; (c) sale by public auction, subject to reserve price; or (d) destruction, dumping, or burying as appropriate.
