(1) The Minister may make such provision for the special necdseducation of children with special ;;;r*ilt as the Minisn'y institutions' considers necessary or desirable. (2) A paent, guardia4 head teacher or principal ofapupil with special leaming needs may request the MinistT, tbrough the Chiefiducaion Officer, ro make sPecial drangemnts forthe edrcaion of the chil4 stating how the proposed special arrangemenr would benefit the child developmerrally and educationally.
