(1) The conditions for the release of an apprentice uponthe completion of his training shall not be exploitative and shall be in accordance with the best interest of the apprentice. (2) A craftsman shall on completion of a period of apprenticeship issue a certificate of release to the apprentice which shall indicate that the apprentice has completed his training. (3) A craftsman who refuses to issue a certificate of release under subsection (2), without just cause commits an offence and on conviction, is liable to a fine not less than 6 months national
