Pursuant to section 116 of the Constitution, the Ministermay establish a Contingencies Fund which shall consist of not more
than ten per cent of the estimated recurrent revenue in the relevant
financial year which sum shall, under this Act be appropriated out of
Loans from
Equity investments
Refund of
expenditure.
