Section 40: The Minister may authorise the issue from the

Contingencies Fund of such sum as may be necessary for expenditure upon any service which cannot, without serious injury to the public interest, be postponed until provision can be made by a Supplementary Appropriation Act: Provided that the Minister shall not, without the approval of Parliament authorise the issue of any sum or sums which would reduce the balance remaining in the Fund to not less than two and a half percent of the recurrent revenue in the relevant financial year.
