Section 109: A person who–

(a) without lawful authority, makes, prepares, prints or is in possession of a document or paper purporting to be a Register of Voters or any part of the Register; (b) without lawful authority, copies or possesses any part of a Register of Voters or a copy of the Register; or (c) forges, counterfeits, alters, defaces or fraudulently destroys a Register of Voters or any part of the Register;
