Section 38, The Industrial Relations and Trade Union Act, 2024

(1) A minority union which is not listed in a collectivebargaining certificate may make representations to the Minister and
appeal the decision of the Minister.
(2) A minority union shall operate under the existing Trade
group agreement of that sector.
