Section 35, The Telecommunications Act, 2006

(1) Subject to subsection (2), a licensee may enter intosuch agreement as may be beneficial to his operations. (2) Any agreement entered into between two licensees shall be submitted to the Commission for approval and the Commission may review any agreement to ensure compliance with this Act. (3) Any agreement which is not approved by the Commission as required by subsection (2) shall be void.
