Section 42, The Road Traffic Act, 2007

(1) A person to whom a certificate is issued under Part IIIor this Part, shall, on being so required by a police officer or a person authorised by the Licensing Authority in that behalf, produce the certificate for examination. (2) A person who is required under subsection (1) to produce a certificate and fails to do so, commits an offence and is imprisonment for a term not exceeding 12 months or to both.
