(1) A Local Committee may be established in any part of the West African Territories by the Council, and any Local Committee may consist of
such persons or holders of offices as the Council shall think fit:
Provided that not more than sixteen Local Committees may be
established.
(2) Every Local Committee shall elect one of its members to be Chairman.
