All moneys advanced for any of the purposes specified insection 4 shall bear interest at a rate to be fixed by the City
Council being not more than 8 per centum per annum, compound
interest, and shall be repayable at such time and either in a
lump sum or by such instalments as the City Council and the
applicant shall agree.
