Ordinance, a local authority may act through-
(a) the chairman of such local authority;
(b) any member thereof;
(c) any officer, servant or duly appointed agent thereof;
(d) any other local authority subordinate thereto; and
(e) in the case of a village committee, any headman
subordinate thereto,
and is hereby authorised to issue the necessary orders, directions
and instructions to effect this purpose.
