(I) No person shall sell any mineral unless he has :firstsatisfied himself that the purchaser is the holder of a licence to
purchase that mineral.
(2) Any person contravening the provision of this section shall
be liable, on summary conviction, to a :fine not exceeding one
labour, for a period not exceeding one year.
