(I) The Governor may issue a licence in the prescribedform and on payment of the prescribed fee authorising the
person named therein to purchase minerals.
(2) The Governor may refuse to issue any such licence without
assigning any reason for his refusal.
(3) Every such licence shall expire on the thirty-first day of
December in the year in which the licence is granted.
(4) A licence to purchase minerals shall not be transferred
without the consent of the Governor.
