Section 5, The Arms and Ammunition Citation

The importer, other than a passenger importing firearmsand ammunition as aforesaid, shall apply to the Comptroller of
Customs to detail an officer of Customs to superintend the
landing: and no firearms or ammunition shall be landed except
in the presence of such officer.
