Section 12, The Explosives (Protectorate) Citation

Every boat or other vessel engaged in conveying ex- Rules forplosives to or from shore shall be navigated with due diligence, ~:~i1:;:n to and brought without unnecessary delay to the authorised place shore, etc. for landing, or to the ship, as the case may be. No other boat or vessel shall be permitted to come alongside such place or ship. No boat or vessel conveying explosives shall be taken alongside any other boat or vessel.
