Section 33, The Explosives (Protectorate) Citation

Only such person or persons as receive a permit from the ~ustofy ?fprescribed officer shall be at any time in possession of the key ;Ig~z:e~ 6 of any mine magazine: Provided that no such permit shall be required in the case of the holder of, or the applicant for a lease, right or licence where such holder or applicant is an individual. -
