Section 61, The Explosives (Protectorate) Citation

Nothing in these rules shall be deemed to affect thecarriage of explosives on the Sierra Leone Railway:
Provided that explosives for mining and prospecting purposes
shall ·not be delivered by the Railway Department to anyone
other than a person duly authorised in writing by the prescribed
officer to receive them.
