Section 134, The Customs Regu- Citation

No person shall remove any baggage out of the chargeof the proper officer until such officer initials or otherwise marks each package of such baggage nor until in the case of articles liable to duty such person signs the copy of the receipt for the duty retained in the possession of the proper officer.
