Section 135, The Customs Regu- Citation

Every person importing firearms or ammunition in hisbaggage shall deliver the firearms and ammunition to the proper officer to retain until he receives the necessary documents to enable him to take delivery of such firearms or ammunition. The proper officer shall deliver to every such person a receipt in the Form C 50 for the firearms or ammunition left in his charge.
