Section 5, The Customs Regu- Citation

Every person required or permitted by the Customslaws to submit any of the said forms to the Comptroller or any other officer shall first complete the same by putting thereon in the prescribed manner all the particulars indicated in the form or required thereby, including his signature in the place reserved for his signature, as well as all other particulars and declarations specifically required by the Customs laws or requested by any officer.
