Where after submission of any form or document asprovided for in regulations 5 and 6 the person who submitted it desires to make any alteration he shall make and sign a written request thereon for permission to make such alteration and if the proper officer in his discretion gives permission in writing shall make the alteration in like manner as if it were an alteration made under regulation 6.
