No person shall transport more than one hundred kilogramsof fuclwoodcirfifty k.ilo~s of charooal in a single load except under the authority of a permit issued under regulation 19, 19, (1) Upon application in fs)le form aet out in the Fourth Schedule and the payment of a licensing fce of fifty lconFI per qwtrmr, a licensing officer may issue a pennit to transpc,rt fuelwOQd or charooal.
