(1) The Commission shall have an Executive Secretarywho shall be recruited by the Board upon such terms and conditions
as the Board shall determine.
(2) A person shall not be appointed Executive Secretary
unless he has proven knowledge of conflict prevention, management
and resolution; and experience in peace related matters.
