Section 36, The Payment Systems Act, 2009

(1) Where the Central Bank proposes to determine or varya standard, it shall, before taking such action– (a) cause a notice to be published in the Gazette– (i) advising of the proposed action; (ii) summarising its purpose and effect; and (iii) inviting participants in a system and members of the general public to make submissions within a specified time to the Central Bank on the proposed action; and (b) consider any submissions that are received within that time limit. (2) Sub-section (1) does not apply to a proposed determination or variation of a standard pursuant to subsection (5) of section 7.
