Where a person other than the President or Vice-Presidentor a Judge qualifies under this Act to receive a pension but dies
before receiving it, there shall be paid to his widow, dependent child
or relative an amount not exceeding five times the annual amount of
the pension which would have been paid to the deceased person had
he not died.
