(1) The contract may be negotiated with the selectedconsultant but negotiations may not be simultaneously held with several consultants. 56 57 Selection or based on quality. Contract award. (2) The procuring entity shall notify its proposed award to all short-listed consultants at the same time it notifies the selected consultant, but where the value of the contract exceeds the levels set out in the regulations, the contract shall not be signed until at least 14 calendar days have passed following the giving of that notice. (3) The selected consultant shall not be permitted to substitute key staff, unless both parties agree that undue delay in the selection process makes such changes unavoidable or that such changes are critical to meet the objectives of the assignment. (4) The key staff proposed for substitution shall have qualifications equal to or better than the key staff initially proposed. PART VII –COMPLAINTS PROCEDURE
