Section 23, The Employment Act, 2023

(1) An employer shall, for the purpose of employment andtraining, give first consideration to Sierra Leoneans. (2) Where an employer cannot employ a Sierra Leonean for a particular position due to the unavailability of trained personnel locally, the employer – (a) may hire a foreign expert to occupy such position; and (b) develop and submit to the Commissioner, a training and succession plan for the transfer of such skills to Sierra Leoneans.
