SectioD 1 of the National Youth Service Act, 2016 is amended by the repeal and replacemeat ofthat section with following new seclion - "Interpretation. 1 In this Act, unless the cont€xt otherwise requires - "Chairman" means the Chaimlan ofthe Boaxdl "Ex€cutive -Director" means the Executive - Direcior of tbe National Youth Service appointed under section 18; "graduate" means a person to whom a Degree has been awarded by a university and below tle age of (35) thirty five years; "members" means members of the Board ; "Minister" means the mirdster responsible for youtlr affairs and "Ministry" shall be construed accordingly; "non-graduate' 'means a Siera Leonean with BECE, WASSCE, Diplom4 from any recognised mstihrtion and are below the age of (35) thirf five year; "Service" means the National youth Service established rmder section 2; "service corps" meaos graduates who are enlisted in the National Youth Service scheme: "service scheme" means the National youthser./ice scheme that service participants uldertalie tbr a period of one year. Section 4 of the National youth Service AcL 2016 is Ameodmentamended in subsection (l) by the repeal and replacement "f U ;[;$ isubsection Pith the following new subsection - of 2016. '(1) The governing body ofthe Service shatl be a Board which shall consist of a Chairuran and followiag other members- (a) a representative of the Ministry of Youth Affairs not below the rank of a Director; (b) the Financial Secretaryq (c) the Commissioner ofl-abour; (d) the Commissioner, National Youth Commission; (e) the President, the National Youth Service Alumni Associatioq (f) a representative ofthe Republic of the Sierra l-€oneAmed Forces; G) a representative ofthe Sierra Leone Police; (h) a representative eaclL from the adminisbative rcgions ofsierra I-€one, at least two ofwhom shallbe women with loowledge and practical experierce in mafiers relevant !o the furctions ofthe Service, appointed by the President, ou the recommendation of the Minister subject to the approval ofParliamenq and @ the Executive-Directot who shall serve as secretary to the Boar4 with no voting riglrt." Section 7 of the National Youth Service Act, 2016 is Amendm.ntamended in subsection (2) by the repeal and replacement of that 8[ffit'i: 74 subsectioo with the following new subsection - of 2016. 4 No.9 The National Youth Semice (Amendement) Act 2024 Amendment of section 8 of Acl No. 4 Amcndment of section 12 of Act No. 4 "(2) Without prejudice to the generality ofsubsection (l) it shall be the function ofthe Board tc' (a) provide policy guidance and advice to the Midstry and the National Directorate that witl ensure the efficient implementation of the frmctions ofthe Service and enhance the overall performance of the Service; (b) monitor and evaluate the implementation of plans and programs ofthe Service and make recommendations for improvemenq (c) develop guidelines for selection of participants in prograrns oftbe Service; (d) advise the Minister on matters relating to the Service." (e) approve budgeted funding for the activities undertaken by the service."

Secrion 12 of the National Youth Service Acq 2016 isamended by the repeal and replacement of tiat section rvith the follon'ing new section - "FutrctioD! 12. ( t ) The object for which the Service is of servic.' estabtished is to train graduates and non-graduates and to enhance their ability to provide services to the nation. (2) Witiout prcjudice to the generality ofsubsection ( I ), it shall be the ftrnction ofthe Service to- (a) establish orientation carnps for training of Service members; No.9 The Nqtional Yotth Service (Ame'ndenent) Act ZO24 5 (b) Fovide technical and vocational skills iraining, apprenticeship and personal dev€lopment programmes and acliYities for Service membels; (c) senerate national consciousness and iiscipline in Senice members bl instilling in them a tradition of patriotism, loyalty, integrity, duty ard service to the nation; (d) provide personal development programmes and activities for Service members; (e) initiate, plan, organise, fund, manage, ' administCr and control programmes and activities for the development of service; (0 inculcate youth volunteerism and civil responsibilities amoog Service members: operate with and assist fte Office ofNational Security, the National Disaster Management Agency and otherpublic institutions duriry emergencies and disasters; develoo fortitude of mind and moral corupetence required for leadership in Service mmbers; G) (h) (k) (D 0) enable the Service members to acquire the capacity to be self-reliant by encouragbg them to develop skills for emplol'rnent; develop cross cultural inlegration among Service membersi assists the Ministry in the establishment and capacity support of both District and Chiefdom Youth Councils do such other things so as to attain the object of the Sewice." Section 13 of the National Youth Service Act,2016 isamended by the insertion inrnediately after subparagraph (c) anew subparagraph (d)- (d) approve the annual work plan ofthe service.

Section 14 of the National Youth Service Act, 2016 isamended in subparagraph (vi) ofparagraph (g) ofsubsection (2) by the insertion immediately after that subpa$gr4ph following new subparagraph - "(vii) the Teaching Service Commission."

Section 26 of the National Youth Service Act, 2016 isamended by the repeal and replacement of that section with the following new section - '-(bmpulsor, 26. Subject to section 28, -se rvtce. (a) a college or university graduate shall be enlisted in the Service Scherne for a period of one year; and (b) a non-graduate youth shall be enlisted in the Service Scheme for a period of at least one yearand six (6 ) months, Amendmert 8. Section 17 of the National Youth Service Act, 2016 is :lif'i:. ? amended by inserting a new paragraph (e) after paragraph (d)- '(e)implement the budget approve d by the Board for the funding ofactivities and projects undertaken by the Service."
